PB opened the meeting at 7:05 p.m. and was appointed to the chair.

2.

League Officers.

PB offered to continue again as chairperson and MS offered to continue as Treasurer and Results Coordinator.

There were no other candidates so both were duly elected. PB thanked MS for his hard work behind the scenes in producing the results package and all the new analysis for the Athlete of the Match and  Best Performance.

   

3.

Presentation of 2018 trophies and medals

The Trophies, Medals and Athlete of the Match T Shirts were generously provided by ‘Start Fitness and Sportsweardeals’.

PB distributed the trophies to the clubs who were present. He would also post on any to Clubs not present at the meeting.

PB asked if we should continue as we have done with trophies and medals. GR stated that she thought the U11 enjoyed receiving medals and we should continue.

   
 4. Issues with 2018 competition.

PB had no feedback prior to the meeting.  

  • A discussion concerning appropriate officials was again discussed. Host clubs invariably had to provide extra officials because clubs did not send sufficient numbers.
  • Clubs are asked to notify the host club in advance if there was a shortfall. MS would look at modifying the Declaration Sheet so clubs also had to declare which officials they are sending.
  • PB said that qualified officials should where possible help and encourage the lesser experienced volunteers.
 
5.

2019 League Programme.

  • GR raised the question of having A and B competitors in the High Jump. PB had looked at this and thought that the timetable would need to be radically adjusted if including B jumpers.
  • It was decided to trial having A and B High Jumpers next year.
  • PB would look at starting the timetable earlier at 11:15 a.m.
  • 2019 Timetable: Discus would be match 1 & 3, Javelin match 2.
  • GF asked about including the Hammer in the programme.
    • New rules from UKA mean cages must meet the new standards .The cost of upgrading the hammer cages currently is £12,000 plus and not every club’s cages were up to standard nor do all clubs have coaches to teach the event safely which puts many clubs at a disadvantage.
    • It was agreed to defer including the inclusion of the hammer until 2020.
    • GF was asked investigate how this could be incorporated into the programme bearing in mind the 1500m start time.
    • It was suggested if Hammer is includes in the future it starts before the events for safety reasons.
 
 6.

  League Rules.

The question was raised as to whether U20 and Senior Women should be allowed to compete in the track events. PB said that the number SW competing was quite small. Several permutations were suggested including allowing male U20’s. 

  • A proposal was put forward to decide between (a) male and female U17 only or (b) M+F U17 and U20.
  • It was decided that timetable would include male and female U17 and U20 competitors in track and jump events only. Throws and hurdles would remain as U17 only.

Every effort should be made to give U17’s preference.

  • If U20s are used then the team sheet must clearly state they are designated as U20 i.e. Lily Brown (U20).
  • U20s will not be included in the Athlete of the Match or Best Performance awards.

RC suggested changing the scoring system so that the final positions are based total points.

  • PB had consulted with Grant Taylor on how the present system had evolved. Grant said the present system had worked for the last 40 years and was intended to smooth out the results.
  • MS had looked at the effect on the 2018 results. Had we used the proposed system of scoring there was no change to Div 3 and 4 positions and only a slight change in Div 1 and 2.

A vote took place and it was unanimously decided to use the total points system for 2019.

9.    Results Collators

MS had been the results coordinator for several years. In order to reduce the load, it was decided that the

host clubs would undertake the task of sending the results to the website and Power of 10. 

MS would still undertake maintaining the results spreadsheet.

10. Accounts

MS presented the accounts to the meeting. There was increase in the bank balance of

£205.74 giving a balance of £1966.73.  The increase arose because there was only £300 spent

on trophies and medals this year.

  • Affiliations fees will remain the same at £150 for 2019.
  • The Track Hire reimbursement will also remain at £300.
  • Please pay subs before 31st March 2019

11. League trophies, Athlete of the Match and Seasons Best support

 Both Start Fitness and Sportsweardeals’.are keen to support the league again in 2019.

The amount of sponsorship provided by Start Fitness and Sportsweardeals was a total of £900.

 A breakdown of this figure was Trophies £350, AofM T Shirts £450, Numbers £100.

 Hof E contribution was £250 towards the medals.

 

PB suggested that it would nice gesture if clubs would show their appreciation by sending their thanks to the sponsors for their support.

11. A.O.B.

MB (Saffron) said that they had a disabled male athlete age 23 who wished to compete in the League as a non-scorer.

There was no objection to him competing in the League.

MB also related her experience when she hosted the Div 2 match. She was deeply upset by the abuse she

received by some of the Team Managers.

PB reminded us that the Heart of England is a ‘Friendly League’ and Team Managers should be supporting hosting clubs.

The date of the AGM for 2019 is provisionally 20th November 2019 at Stratford School at the Track Pavilion.
