Minutes

PB opened the meeting at 7:20 p.m. and was appointed to the chair.

2. League Officers.

PB offered to continue again as chairperson and MS offered to continue as Treasurer and Results Coordinator.
There were no other candidates so both were duly elected.

3. Presentation of 2016 trophies and medals

MH proposed that next year that we should do away with the individual trophies and replace them with a shield/trophy for the overall winner for each division. It was decided that there should also be a trophy for each male and female winner. This would be 12 trophies in all. MH also said he would be happy to chase up the return of the trophies before each AGM. PB thanked Mike for again sorting out the trophies.

MH distributed the trophies to the clubs who were present. He would also post on any to Clubs not present at the meeting.

4. Issues with 2016 competition.

PB had circulated prior to the meeting, a number of emails he had received for discussion.

  • The lack of appropriate officials was again discussed. PB said that it was the responsibility of the clubs to provide the appropriate officials. Some of the host clubs reported they often had to cover 5 or 6 events because clubs could not provide officials. Also it was clear that some officials were very inexperienced.
  • RO reminded the meeting that on long throws, there should be at least a level 2 official officiating.

If a club cannot fulfil all or part of their allocated officiating obligations they must inform the organising club a minimum of 5 working days before the event to give them the opportunity to perhaps juggle the resources to ensure the events conform to the required standard and safety measures. If a club fails to inform the club in that timescale they will automatically lose their points for the respective discipline.

  • PB stated Stratford would host and organise an Officials course at Stratford if there was sufficient demand. The League could look at subsidising the course to encourage people to attend.
    Clubs need to show their interest in sending delegates to the course by 30 November to enable a date to be agree with EA.
  • It was suggested that clubs be notified in advance which of the field duties they were expected to cover.
    MS produced a template which Witney had used. This summarised how the field events had been allocated to each club. MS will put the template into the results spreadsheet for the host clubs to use.
  • Gill Repton (GR) raised the question of whether the four divisions should have 7 teams in each division.
  • PB said that there were enquires from 3 new clubs but doubted they would join the League in 2017. It was decided to leave the structure the same for 2017 (8,8,6,6) but look at changing to 7 teams for 2018. To be discussed at next years AGM.
  • It was agreed that for 2018, assuming no clubs leave or join the league, is to have 7 clubs in each division

5. 2017 League Programme.

  • Royal Sutton put forward for discussion, the option to increase the number of High Jump competitors from 1 to 2. PB had looked at the timetable (see table below) and thought it would possible. One suggestion was that there could be 2 competitors in the U13/U15 age group and 1 in the U17’s. Another suggestion was 1 scoring and 1 guest which would work more easily in Division 3 & 4 with fewer teams.
  • After discussion it was decided that the number of competitors for the High Jump in 2017 should remain unchanged at 1.

  • 2017 Timetable: Discus would be match 1 & 3, Javelin match 1 & 3.
  • A proposal was made to replace one of the throws with the Hammer. It was pointed out that the U13s would be excluded from participating in that event. The meeting voted not to have the Hammer in the timetable.
  • Coventry Godiva put forward for discussion, the view that the number of throws in the field events show be reduced to 3. It was decided to reduce the number of throws for Javelin and Shot from 4 to 3.

6. League Rules.

PB emphasised that team managers should ensure that League rules are adhered too. There were no amendments to rules suggested at the meeting.
PB asked managers to read them and if any amendments are required, email them to him by 30 December 2016.

9. Accounts

MS presented the accounts to the meeting. There was decrease in the bank balance of £375.88 leaving a balance of £911.09.

  • Affiliations fees will increase by £30 to £150 for 2017.
  • The Track Hire reimbursement remains at £250.
  • Please pay subs before 31st March 2017
